HLauncher

Terms of use

Version: 2026-11-07

What this is

The seller's details will appear here once the sole proprietorship is founded. Sales start on that date. HLauncher's site is https://hlauncher.hakantopcu.dev. These terms cover the account, the membership, the Steam link and the HLauncher app. Each game has its own terms on its own site; Cogito's are at https://cogito.hakantopcu.dev/legal/terms.en.html. By creating an account you accept these terms and the privacy notice.

Who can create an account

The central account is for people over 18. One person, one account.

Your account

One account takes you into HLauncher, Cogito and Evolia; games that come later use the same account. You can sign in with your username or your email address. Before you buy anything you need to confirm your email address.

Do not share your password; you answer for what is done with your account. Do not use an insult, a real person's name or a brand as your username. Some names are kept for the service in every game and are given to no one.

To delete your account, ask on https://hakantopcu.dev/#contact and write your account's email address. Your account at the central service and the records tied to it are deleted.

Membership and price

Membership comes in two forms: a monthly subscription (99.00 TRY in Türkiye, 3.00 USD elsewhere) or a one-time purchase for good (699.00 TRY in Türkiye, 20.00 USD elsewhere). The country you write in the purchase form sets the currency.

Membership belongs to your account, not to one game, and counts in every game. It gives the right to play Cogito, opens the cosmetics Evolia keeps for subscribers, and in games that come later gives what that game keeps for members. Evolia's cosmetics give no power, they change the look; they can also be bought one by one.

The subscription renews by itself each month from your saved card. You can stop the renewals at any time; the month you paid for runs to its end. The purchase for good never renews. The payment is taken by iyzico. Every rule of a purchase is in the sales contract.

Within 14 days of a payment you can ask for a refund. A refunded payment's right is taken back.

Steam

Cogito's Steam version is sold by Steam; Steam's own terms and refund rules apply to that purchase. You can link your Steam account to your central account. One Steam account links to one central account only; to change the link you need to write to us.

Cogito bought on Steam is played in the Steam copy and does not open the site download; a site membership does not give a Steam copy either. Your worlds belong to your account, so they show in both copies. If Steam refunds a purchase or the copy is no longer yours, the right that came from Steam is taken back.

The HLauncher app

HLauncher is the Windows app that installs, updates and starts the games. Installing it asks for no administrator rights; it goes into your own user folder.

Games and updates come with a signed list of files. HLauncher compares the files with this list each time it opens, checks every file from the start after an update and once a week, and downloads a damaged or missing file again.

If HLauncher hits a fault it sends a short crash report; you can turn this off in the Settings, and the privacy notice says what is sent. You can remove a game or HLauncher itself from inside HLauncher or from the Windows app list.

What not to do

An account that does these may be suspended.

Limits of liability

HLauncher and the central account are offered as they are. Reasonable effort is made to keep the central server up, to fix faults and to back up the records. Even so, the server may go down, a download or an update may stop halfway, and the service may one day close altogether. In these cases liability is limited as far as consumer law allows.

Your refund and withdrawal rights are as written in the sales contract, and this section does not narrow them. The rights consumer law gives you are kept in every case.

Credits and rights

HLauncher's code and design are made by Hakan Topçu. The rights and the credits of the games are in each game's own terms.
